Según diputados del PLC esta amnistía es para beneficiar a todos aquellos que han sido acusados por diversos delitos, entre ellos el ex presidente Enrique Bolaños y algunos de sus funcionarios y metieron en la lista al Presidente de ALN, Eduardo Montealegre de quien presume la Contraloría de responsabilidad penal por la reclasificación de la cartera de los CENIS.
Alemán declaró que no necesitaba amnistía, ya que con el nuevo Código Penal su sentencia por el delito de “lavado de dinero” contempla penas de cárcel de cinco años, plazo que se cumplirá en diciembre 2007, cuando él espera salir libre.
Bolaños, Montealegre y otros han rechazado cualquier posibilidad de aprobar una amnistía general porque afirman que no la necesitan y que ellos no son culpables de nada, sino víctimas de una pasada de cuentas.
